വകുപ്പിനെക്കുറിച്ച്
സുസ്ഥിര സാമ്പത്തിക വളര്‍ച്ചയോടു കൂടിയതും സാമൂഹ്യ ഐക്യമുള്ളതും എല്ലാവര്‍ക്കും ഉയര്‍ന്ന ജീവിത മേന്മയോടുകൂടിയതുമായ ഒരു വിജ്ഞാന സമൂഹമായി കേരളത്തെ മാറ്റുക എന്നതാണ് സര്‍ക്കാരിന്റെ കാഴ്ചപ്പാട്. വിജ്ഞാന സമൂഹമായി കേരളത്തെ മാറ്റുന്ന പ്രക്രിയ ത്വരിതപ്പെടുത്തുന്നതിനുള്ള അനുകൂലമായ തന്ത്രങ്ങളിലൂടെ ഈ കാഴ്ചപ്പാട് നേടിയെടുക്കുക എന്നതാണ് സര്‍ക്കാര്‍ ഇതിന്റെ ദൗത്യമായി കണക്കാക്കിയിട്ടുള്ളത്.
രാജ്യത്തിന്റെ ജനാധിപത്യ പാരമ്പര്യം കണക്കിലെടുത്ത് ഈ മാറ്റത്തിനുള്ള പ്രക്രിയയില്‍ സമൂഹത്തിലെ എല്ലാ വിഭാഗങ്ങളും ഉള്‍പ്പെടുത്തുന്നു എന്ന് സര്‍ക്കാര്‍ ഉറപ്പുവരുത്തും. കൂടാതെ സമൂഹത്തിലെ താഴെക്കിടയിലുള്ള വിഭാഗങ്ങളെ ഈ മാറ്റത്തിനുള്ള പ്രക്രിയയില്‍ ഉള്‍പ്പെടുന്നു എന്നു ഉറപ്പു വരുത്തുന്നതിനുള്ള അനുകൂല നടപടികള്‍ സ്വീകരിക്കുകയും ചെയ്യുന്നു. മാറ്റത്തിനുള്ള ഈ പ്രക്രിയയില്‍ ഡിജിറ്റല്‍ കാര്യങ്ങളില്‍ പ്രമാണിത്തം കുറഞ്ഞവര്‍ പാര്‍ശ്വവത്ക്കരിക്കപ്പെടാതിരിക്കാന്‍ ഡിജിറ്റല്‍ കാര്യങ്ങളില്‍ പ്രമാണിത്തം ഉള്ളവരുടെ സ്വമേധയാ ഉള്ള പങ്കാളിത്തം പ്രോത്സാഹിപ്പിക്കുന്ന നടപടികളും സര്‍ക്കാര്‍ കൈക്കൊള്ളും.
സംസ്ഥാനത്തെ പൗരന്മാര്‍ക്കു നല്‍കിവരുന്ന സേവനങ്ങളുടെ സുതാര്യതയും കാര്യക്ഷമതയും ഗുണവും ഉറപ്പു വരുത്തുന്നതിനായി സര്‍ക്കാര്‍ വിവര വിനിമയ സാങ്കേതിക വിദ്യകള്‍ ( ICT) ഉപയോഗിക്കും. സംസ്ഥാന സമ്പദ് വ്യവസ്ഥയിലെ കാര്‍ഷിക- വ്യവസായം-സേവന മേഖലകളെ ശക്തമാക്കുന്നതിനും പുത്തനുണര്‍വ് നല്‍കുന്നതിനും ശരിയായ വിവര വിനിമയ സങ്കേതങ്ങളുടെ പ്രയോഗവും സര്‍ക്കാര്‍ പ്രോത്സാഹിപ്പിക്കും. സര്‍ക്കാര്‍ എല്ലാ മേഖലകളിലെയും വിവര വിനിമയ സങ്കേതങ്ങളുടെ ഉപയോഗത്തിലൂടെ ജനങ്ങളുടെ ജീവിത നിലവാരം മെച്ചപ്പെടുത്തുന്നതിനും ഉല്പാദനക്ഷമതയും കാര്യക്ഷമതയും ഉയര്‍ത്തുന്നതിനും വിഭവങ്ങളുടെ ഉപയോഗം പാരമ്യത്തിലെത്തിക്കുന്നതിനും വിവര വിനിമയ സാങ്കേതിക വിദ്യാ മേഖലയില്‍ തൊഴില്‍ സാധ്യതകള്‍ വര്‍ദ്ധിപ്പിക്കുന്നതിനും ശ്രമിക്കും. സംസ്ഥാനത്ത് എല്ലാ വിഭാഗം ജനങ്ങള്‍ക്കും വിവരവിനിമയ സാങ്കേതിക വിദ്യകള്‍ എത്തിക്കുക, വേഗതയേറിയ വിവരവിനിമയ സൗകര്യങ്ങള്‍ വികസിപ്പിക്കുക, വിവര സാങ്കേതിക വിദ്യാ വ്യവസായത്തിനുള്ള അടിസ്ഥാന സൗകര്യങ്ങള്‍ ഒരുക്കുക അതിനുവേണ്ട മനുഷ്യ ശേഷി വികസിപ്പിക്കുക എന്നിവയ്ക്ക് ഉപരിയായി വിവരവിനിമയ സാങ്കേതിക വിദ്യകളുടെ ത്വരിത വളര്‍ച്ചയ്ക്കും സ്വീകാര്യതക്കും വേണ്ടി സര്‍ക്കാര്‍ എല്ലാ ശ്രമങ്ങളും നടത്തും. സാമ്പത്തിക ഇടപാടുകള്‍ വര്‍ദ്ധിപ്പിക്കുന്നതിനും ICT – ITES, വിജ്ഞാനാധിഷ്ഠിത വ്യവസായ മേഖലകളിലും മൂലധന നിക്ഷേപങ്ങള്‍ വര്‍ദ്ധിപ്പിക്കുന്നതിനും വേണ്ട അനുകൂല കാലാവസ്ഥ സംസ്ഥാനത്ത് സൃഷ്ടിക്കുന്നതിന് സര്‍ക്കാര്‍ ശ്രമിക്കും. അങ്ങിനെ ചെയ്യുന്നതിലൂടെ സ്ഥിരം തൊഴിലുകള്‍, വിദേശ നിക്ഷേപങ്ങള്‍, ദീര്‍ഘകാല മൂലധന നിക്ഷേപങ്ങള്‍ തുടങ്ങി ഈ പുതിയ മേഖലകളുടെ സാധ്യതകള്‍ പരമാവധി ചൂഷണം ചെയ്യുന്നതിന് സഹായകമാവും എന്ന് സംസ്ഥാനം പ്രതീക്ഷിക്കിക്കുന്നു.
കേരളത്തിലെ ഉയര്‍ന്ന നൈപുണ്യ നിലവാരവും വിദ്യാസമ്പന്നരായതൊഴിലാളികളും നിക്ഷേപത്തിനുള്ള മറ്റു സ്ഥലങ്ങളില്‍ നിന്നും കേരളത്തെ വ്യത്യസ്തമാക്കുന്നു എന്ന് സര്‍ക്കാര്‍ തിരിച്ചറിഞ്ഞിരിക്കുന്നു. ഈ നേട്ടം നിലനിര്‍ത്തുന്നതിന് ഉതകുന്ന പരിപാടികളിലും സംരഭങ്ങളിലും വലിയ തോതില്‍ മുതല്‍മുടക്ക് നടത്തുന്ന് തുടരും. വിജ്ഞാനാധിഷ്ഠിതമായ വ്യവസായങ്ങള്‍ക്കുവേണ്ട ഉയര്‍ന്ന നൈപുണ്യമുള്ള മനുഷ്യശക്തി കളിയാടുന്ന സ്ഥലമായി സര്‍ക്കാര്‍ കേരളത്തെ മാറ്റും. ശരിയായ ഒരു സമത്വ വിജ്ഞാന സമൂഹം കെട്ടിപ്പടുക്കുന്നതിന് സ്വതന്ത്ര സോഫ്റ്റ് വെയര്‍ നല്കുകന്നത് ഒരു വ്യത്യസ്തമായ അവസരമാണെന്ന് സര്‍ക്കാര്‍ മനസ്സിലാക്കുന്നു. സ്വതന്ത്ര സോഫ്റ്റ് വെയറുകള്‍ വികസിപ്പിക്കുന്നതിനും വിവര വിനിമയ സാങ്കേതിക വിദ്യാ സംരഭങ്ങളില്‍ അതിന്റെ ഉപയോഗം പ്രോത്സാഹിപ്പിക്കുന്നതിനും നിര്‍ബന്ധമാക്കുന്നതിനും സര്‍ക്കാര്‍ എല്ലാ ശ്രമങ്ങളും നടത്തും.
