Many e-governance projects are currently being implemented in the State through 2,700 Akshaya Centers.

  3. Implement government and non-government projects by imparting training for various services through dissemination of knowledge.
  4. Achieve financial self-sufficiency by promoting entrepreneurship.
  5. Gain the trust of the people for the services of the government.
Important Activities

Many e-governance projects are currently being implemented in the State through 2,700 Akshaya Centers.  The District e-Governance Societies, chaired by the District Collector at the district level and the Akshaya District Offices headed by the District Project Manager, and Akshaya State Project Office under the charge of the Director Akshaya (Administration, Finance, Project) at the State level coordinate and monitor the activities of the Akshaya Centers.

Beneficiaries were able to apply for the Chief Minister's "Santhwanasparsam 2020" Adalat, Nava Kerala Mission Project, Life Mission, 2020-21 and covid-19 through Akshaya Kendra’s in a time-bound manner.

Nineteen years after its inception in 2002, Akshaya has expanded from computer literacy to science and technology and has been able to expand entrepreneurship in the IT sector by forming an extensive network of Akshaya Centers in all local bodies in the state. Akshaya provides online services to various government departments / agencies. With the financial assistance of the Government of Kerala, tabs have been purchased and donated to Akshaya Kendra’s to complete the mustering of pensioners, including inpatients, on time. The transformation of Akshaya Kendra’s into Aadhar based service centers has helped the people to update the information in Aadhar. The number of Akshaya Kendra’s has increased to 2,700. The novel processing of Mustering of Social Security Pensioners resulted in saving of expenditure to the tune of Rs. Rs.746.64Cr per annum at the current rate of pension by sorting out and excluding the doubling of the beneficiaries The continuous effort have taken by Akshaya State Project Office for the strategic project, planning and implementation with LSGIs, NIC and IKM for the effective use of TABs and Biometric finger print device that have led to the field level smooth functioning of mustering including bedridden pensioners by Akshaya district Project offices and Entrepreneurs. This innovative model would foster the e-governance activities of other major projects of departments.

Goals

  1. Increase the number of existing centers from 2,700 to 3,000
  2. Identifying new G2C, B2C services and innovative service delivery mechanism to take entrepreneurship to next level digital entrepreneurship.
  3. In order to implement IT related new projects for giving more people friendly services to common people, continuous training programmes are planned to be conducted by co-ordinating entrepreneurs and Akshaya State and District offices.
  4. Make Akshaya Kendras proficient in Financial Inclusion and Insurance.
  5. Arrange financial assistance for Akshaya's infrastructure and network deployments.
Scope of Service / Activities Extended.

The steps have been taken to extent more G2C services through Akshaya with the network of IT Nodal officer’s of  line departments. The Covid-19 pandemic have been badly affected the economy of Akshaya Entrepreneurs and in turn to a social problem as a matter of struggle for existence. However, Akshaya has  facilitated citizen to   submit applications  of flagship and social development programmes of Govt of Kerala viz Life Mission project, Svanthvana Sparsam 2021 etc in the amidst of Covid-19 and thus resulted to achieve the outcomes  by the stakeholders and increased the value by delivering services to beneficiaries.

Strategy
  1. Coverage – Geographical and Demographic: Ensured at least one to two Akshaya centres in all LSGIs.
  2. Promote optimum usage for Online services with the leverage of departments, agencies and other stakeholders.
  3. All Akshaya centres are being mapped under Open Source Mapping (OSM) with the leverage of KSDI.
  4. Equipped almost all centres with Branded and functioned for any Digital services at citizen’s doorsteps and thereby increase their revenue.
  5. Financial support provided by Govt of Kerala for procuring 2,650 TABs and Biometric Finger print devices had been facilitated for mustering of social security pensioners including nearly bedridden pensioners in the state.
  6. Equipped all Akshaya centres for Aadhaar based allied services like biometric updating.
Achievements

1.“Sathvana Sparsham 2021”, the Hon’ble Chief Ministers’ Adalat :

Citizen could submit online applications to “Sathvana Sparsham 2021Adalat CMDRF and CMO portal through Akshaya centers. Nearly Fifty four thousand applications were submitted through Akshaya centers throughout the state. The citizen needn’t to pay service charges for submitting applications as the department would provide the same to Akshaya entrepreneurs. Special task team were setup at Akshaya district offices to streamline the entire process of documentation in association with C-DIT and district administration.

2. Life Mission project – LSGD :

Under the flagship programme of Life Mission, Govt of Kerala, about 8.4 lakhs plus Online applications were submitted through Akshaya centres during the FY 2020-21. This had been facilitated to the poor families for the dream of each landless and homeless families to have a safe and secure roof over their head by providing necessary supporting documents and submission in the portal through online in time. For this, Akshaya had given immense support for knowledge sharing on dynamic fields of the online application process with the group facilitation of ASPO, DPMs and Akshaya district offices.

3. E-Ration Card printing project :

E-Ration Card printing project has been successfully implemented as a pilot basis in Trivandrum district and rolled out to all districts in 2020-21 through Akshaya centers with exclusive login. This facility enabled the citizen for end to end processing of applications submission for receiving approved e-Ration card print at their doorsteps. A 24 hour online help desk has been setup with the resource person of Civil supplies department. This new project with unique login would strengthen the credibility of Akshaya.

4. Agriculture Information Management System(AIMS)

Akshaya centers were facilitated for Online Farmers details submission in AIMS portal of Dept. of Agriculture, Govt of Kerala for availing minimum base price for 16 fruits and vegetables production and their auxiliary services viz. Paddy Royalty, crop insurance etc. In this process, on request of Chief Executive Officer, Vegetable and Fruit Promotion Council Keralam (VFPCK), Akshaya had set up 270 Help desk facilities at farmer’s doorstep named “Karshaka Vipanis” across the state and could submit the details of nearly 25,000 plus VFPCK farmers other than direct farmer data entry liaison with Krishi Bhavans across the state. This experience would facilitate the farmers’ online data entry under the newly launched “Kerala State Farmers Welfare Board” scheme.

  • E-district :  During the Covid-19 pandemic period, almost all village offices were operated and facilitated e-district portal with full-fledged  with the support of Akshaya kendras. The quantitative date of e-district applications through Akshaya are stated below:
  • Total number of certificates during FY 2020-2021          :       63,44,135
  • Total number of Utility Payment during FY 2020-2021  :   88,09,001
  • Total number of certificates upto April 2021                    : 4,99,55,015
  • Total number of Utility Payment upto April 2021            :  4,47,98,514

During 2020-21 FY, Motor Transport Welfare Board services has been incorporated to e-District web portal.

5. Aadhaar – UIDAI project:

Aadhaar enrolment station increased to 1,221 numbers and 1298 Child enrolment centres in addition to 32 UCL facility centres.  TABs procured under GoK fund are better utilised for child enrolment.

6. CMDRF :

Online applications  through  Akshaya has been  increased and  enabled State  Administrative Login  for User management  for the smooth implementation.

Other Projects
  1. UDID project : Extended the facilitation of Online submission of application in 14 districts
  2. KADCO : Extended the facilitation for Artisan’s skilled labours  Online registration through Akshaya.
  3. New India Assurance Co Ltd : There are 1,101 Akshaya centers  where Non-Life insurance are being collected  from public since 2013  in association with NIA.
  4. Webcasting – LSGI Election: Akshaya has engaged for webcasting of selected booths in the districts for the LSGI election and State Election Commission has expressed their gratitude for the effective implementation.
  5. Bio metric course to VHSE students: Nearly 1,200 students were trained through 30 schools under Online experts interaction for domestic biometric course under VHSE schemes.
  6. Infrastructure support : 14 Laptops  were procured and distributed to Akshaya District Project offices for developing Business Incubation models.
  7. In connection with BOXOP startup initiative, a programme named “Hospi Cash” a medical insurance coverage introduced in all Akshaya centres.
  8. SBI support : SBI has issued order for exempting service charges and cash handling charges levied from Akshaya entrepreneurs and requested to continue the status in the current financial year 2021-22.
